What the Montreal summit covers
Al Jazeera reports that Canada hosts the 21st Canada-EU summit in Montreal on October 29-30, 2026. European Council President Antonio Costa, European Commission President Ursula von der Leyen and Canadian Prime Minister Mark Carney are expected to attend and issue a joint statement launching an Alliance for the Future.
The agenda is expected to focus on trade, technology, defence, energy, critical minerals, artificial intelligence, research and financial services. The talks build on the Comprehensive Economic and Trade Agreement, in force since 2017, which the European Council says removes duties on up to 99 percent of goods traded between the two sides.
Associate membership and US tariffs
Al Jazeera reports von der Leyen proposed in September that Canada become the EU's first associate member, a move Carney welcomed while describing his goal as a unique alliance. The outlet notes the term does not currently exist in EU treaties or the standard enlargement framework, according to the Centre for European Policy Studies.
The deepening alignment follows US tariff measures on Canadian and European exports. Al Jazeera reports a 50 percent US levy on $20bn of Canadian goods, 5.5 percent of exports, was imposed in August after trade talks broke down, and Canada responded with equivalent tariffs. The EU says Canada is the only non-European country taking part in SAFE, its 150 billion-euro defence procurement loan programme.
