What the committee does
The Enforcement Decision Making Committee is the Bank of England's decision-making body for contested enforcement cases in the statutory regimes the Bank operates. These cover prudential regulation, financial market infrastructures, resolution, securitisation, wholesale cash distribution, critical third parties and notes issuance.
Most disciplinary enforcement outcomes are agreed between the Bank and the relevant firm or individual. When a case is contested, the EDMC Chair convenes a panel of three or more members to consider evidence, hear representations and decide. Members serve five-year terms and may be reappointed once, for a maximum of two terms.
